According to the Resolution of the Council of Ministers, no. 2/2011, which launches in ECO.AP Programall services and organisms of direct and indirect administration of the State, as well as public companies, universities, public business entities, public foundations, public or private associations with majority public capital, must designate a Local Energy Manager (LEM) responsible for promoting and verifying measures to improve energy efficiency in their facilities.

The goal is that the appointment of the Local Energy Manager (LEM) will enhance good energy efficiency practices in Public Administration through, for example, the dissemination and encouragement of energy-efficient behaviors and good environmental practices. The local energy manager will be responsible for inputting information, proposing measures, and promoting and verifying the measures adopted to improve energy efficiency.

S.ENERGIA provides technical support to LEMs (Local Energy Managers), proposing to understand and account for the energy consumption of each building; present measures for improving energy efficiency with the respective cost-benefit analysis, as well as for reducing the energy bill of buildings, installations and equipment; carry out energy audits of buildings, installations and equipment; seek funding sources for the implementation of energy efficiency improvement measures and support the preparation and processing of the respective applications; monitor and supervise the implementation of the proposed improvement measures and the evolution of energy consumption.
