Energy performance solutions

Technical support in promoting building sustainability with a view to minimizing environmental impacts and improving energy efficiency. Seeking financing options for implementing solutions. Conducting Energy Performance Certifications within the scope of the National Energy Certification System (SCE) for Buildings.

Directive 2002/91/EC of the European Parliament and of the Council of 16 December concerning the energy performance of buildings established the obligation for Member States of the European Union to implement an energy certification system in order to inform citizens about the thermal quality of buildings during their construction, sale or rental. The Energy Certification System for Buildings (SCE) is the result of the transposition of Directive 2002/91/EC, revised in 2010 as Directive 2010/31/EC, with a new set of challenges, some of which are leveraged by the Energy Performance Certificate.

The Energy Certification System for Buildings, regulated by Decree-Law No. 118/2013 of August 20 and managed by ADENE – the Energy Agency, provides consumers with information on the energy performance of buildings, including cost reductions related to energy use, improved thermal comfort, and access to financing and tax benefits. The energy certificate is a secure digital document, available in PDF format, that informs the consumer, with two current energy certificate models: one for residential buildings and another for commercial and service buildings.

Energy Certificate

Obligations and duties of building owners regarding Energy Certification.

The energy certificate is mandatory to:

  • New buildings (a)

  • Existing buildings undergoing major rehabilitation interventions, i.e. interventions in the building envelope or technical installations, the cost of which exceeds 25% of the building's value, under the conditions defined in specific regulations (a)

  • Existing commercial and service buildings with a usable internal floor area equal to or greater than 1000 m2, or 500 m2 in the case of shopping centers, hypermarkets, supermarkets and indoor swimming pools (b)

  • Buildings that are owned by a public entity. and have a usable internal floor area greater than 250 m2 and are occupied by a public entity and frequently visited by the public (b)

  • Execution of sales and lease contacts for buildings, including rental., cases in which the owner has to present the energy certificate to the potential buyer or tenant (b)

The buildings owners must display the energy certificate in a visible and prominent position at the entrance of the following buildings:

  • Commercial and service buildings with more than 250m2 relating to items (a)

  • Buildings listed in items (b)

The charges for the Energy Certification of buildings are essentially made up of two components, namely, the Fees of the Qualified Expert (PQ), whose work does not have tabulated values and varies according to a set of factors such as the type and complexity of the building, the quantity, which is also subject to free competition and market rules, and the Registration Value for the issuance of energy certificates by Government order.

AwarenessEnvironmental

Empowering citizens and communities to make more sustainable choices.

Environmental education and awareness are key tools for changing environmental behavior, aiming to instill in society a predisposition for a change in attitudes. The goal of the actions developed has been to transmit the concept of sustainable energy management, indicating that this begins with an understanding of how equipment uses energy, its energy efficiency, and identifying the waste resulting from its misuse, then proposing the adoption of actions leading to a more rational use of energy.

Within the scope of environmental education and awareness initiatives, S.ENERGIA has provided technical support to students at various educational levels, assisting in the preparation of project work for participation in school competitions in the field of energy, as well as, at the invitation of schools, has participated in some seminars related to energy and climate change, energy efficiency, rational use of energy and renewable energies.

S.ENERGIA also partners with municipalities and school clusters in the celebrations of themed days, such as National Energy Day, World Environment Day, European Mobility Week, European Car-Free Day, proposing and developing a set of activities aimed at both young people and specialized audiences.
